When New York City Public Schools launched the NYC Reads initiative in 2023-24, all K-5 schools in the city were required to choose one of three pre-approved, science of reading-based curricula - HMH Into Reading, Wit & Wisdom, and EL Education K-5 Language Arts Curriculum.

During the first phase of the Initiative in 2023-24, 15 of the 31 NYC community school districts piloted a new curriculum, while the remaining districts chose to retain their existing curriculum and adopt a new one in 2024-25.

When the districts were retested against their performance the previous year, students saw a city-wide decrease in literacy assessment scores.  Not only did nearly half districts adopt a new curriculum within that time, but it was also only the second administration of a newly revamped state assessment.

But, only one district did not experience a significant dip…

District 11 Finds Success with EL Education

District 11 was the only district to select EL Education K-5 Language Arts, and not only did it outperform the others, using HMH Into Reading, Wit & Wisdom, its students also scored better than those not piloting a new curriculum.

Notably, this performance is sustained for student groups that include students with disabilities, students who currently or previously identified as English Language Learners, and students experiencing economic hardship.

Upon adoption, District 11 engaged with EL Education to receive support for district-level strategic planning and school-level curriculum-based professional learning and coaching to ensure that the new curriculum was implemented with integrity.

Not all Science of Reading-based curricula are built the same. Nor do all curriculum developers provide curriculum-based professional learning and district-level strategic planning to support districts and schools with curriculum adoption.
